Provide a toggle to show/hide the vertical scrollbar

It's not always obvious that the sidebar content is scrollable. It could be useful to have the option to turn a scrollbar on when there will be lots of content there. The toggle would mean the scrollbar could be turned off when there's embedded content to prevent multiple scrollbars (scrolling withing scrolling).
